Retry syncing unprocessed ticket updates.

Finds tickets with unprocessed updates and attempts to resolve them
(e.g. match with Zendesk tickets that may have been created since the original sync attempt).

When provider is specified, only that provider is retried.
When omitted, all providers that support this operation are retried.

Supported providers:

• delta: Retries Delta tickets with no Zendesk ticket ID
• fiberoperator: Retries FiberOperator tickets with unprocessed updates
